*Secretary General of the SPLM-N, Yasir Arman, in his meeting with the U.K. Envoy Discussed the Humanitarian Situation, the Darfur Disarmament and the Need for General Bashir Not to Contest the Coming Election.*

In his meeting with The British Envoy to Sudan The Secretary General of the Sudan People’s Liberation Movement-North (SPLM-N) affirmed the following:
– The readiness of SPLM-N to resolve the humanitarian issue;
– That the forceful disarmament in Darfur announced by the government violates the UNSC resolutions and strongly empowers the Rapid Support Forces (RSF). This further represents an attempt to legitimize war crimes, and would produce more crises;

– Urged the British Envoy to raise the case of the assassination of the POW SPLM-A Sergeant Adam Issa Komi, as it constitutes a war crime; 

-Informed the Envoy that the continued violations of Christians’ rights in Sudan will not cease unless there is a genuine democratic transformation process leading to a democratic regime;

 – Reiterated the SPLM-N position and refusal to take part in the so-called new constitution drafting committee, and called on the Troika Countries not to support the re-election of Al-Bashir for another term and to urge him to respect his own constitution’s two terms limits.

– Conveyed the SPLM-N position concerning the Strategic Dialogue between London and Khartoum.

In the light of news received at the time of issuing this statement, the Secretary General, Yasir Arman, called for a national funeral procession to honour the late Fatima Ahmed Ibrahim as a leader and to show support for women cause.

 On August 13th 2017 the Secretary General of the SPLM-N Yassir Arman and  Ali Abdulateef met the British Envoy to Sudan Ambassador Christopher Trott, who will soon be visiting Sudan. The meeting discussed a number of issues.

First: 
the Strategic Dialogue between London and Khartoum should include the humanitarian issues as the right entry point to achieving peace, human rights, freedom of religion, and democratic transformation. The strategic relationship with the regime should be linked to achieving these goals, in line with the recommendations  of the UK Parliament recent report on Sudan.

Second:
The SPLM-N confirmed its readiness to resolve the humanitarian issue. The current division in the SPLM-N ranks will not prevent the two parties from fulfilling their obligations towards the civilian population.  The SPLM-N takes its responsibilities towards civilian population as top priorities. 

Third:
The Secretary General informed the British Envoy about the opposition of the Sudanese political forces and the local NGOs to the regime’s attempts to legitimize the RSF militia, which consists of war criminals who have committed all sorts of war crimes and genocide in Darfur, the Two Areas, as well facing accusations of killing of civilian demonstrators during the 2013 Uprising. 

It is ironic that Hasabo Abdelrahman, the Vice President  who is sought by the ICC, and is  responsible for engineering war crimes in Darfur is now trying to ligitimize SRF militias.

There are UNSC Resolutions demanding the disarmament of the same forces that Hasabo is now attempting to legitimize. Hasabo is also responsible for creating divisions among Arab tribes and is active in targeting particular clans within them, including the Rizaigat. The current policy of ‘disarmament’ represents an attempt to normalise war crimes and violates the UNSC relevant Resolutions. The Troika Countries should therefore reject these policies. 

Fourth: 
the  SPLM-N reiterates its position of refusing to take part in the so-called new constitution drafting committee, and it considers this process as an attempt, like predecessors, to waste time until the election in 2020.

Fifth: 
The SPLM-N made it clear that the African Union’s Road Map had expired, and that the humanitarian issue should come first and given priority. The regime had destroyed the Road Map, and that the whole political process should be re-considered. 

Sixth:

The SPLM drew the attention of the Envoy to the ongoing attempt by Bashir to change the constitution in order get himself nominated for another term after 28 years of his rule. Such attempt will be resisted by the Sudanese people. The Troika countries (UK, US and Norway) are urged to demand  that Sudan respects its own constitution.

They are also urged to inform Bashir to comply with the summons of the International Criminal Court (ICC). These demands must be essential part of the dialogue between the Trioka and the government.

Seventh:

The Secretary General raised the issue of the continued repression of Sudanese Christians, particularly those in the Two Areas, given the recent visit of the Archibishop of Canterbury to Sudan. Prior to the said visit the Secretary General met with a number of Bishops and briefed them on the plight of Christians and the importance of linking improvement of religious freedoms to improved Trioka relations with Sudan, asserting that the suffering of the Christians can’t be alleviated in the absence of democtratic governance in Sudan. In the light of recent and numerous incidences, it is confirmed that the government deliberately targets the Christian citizens. 

Eighth:

The meeting also discussed the assasination of POW SPLA Sergeant Adam Isa Komi, known as ‘Idam’, in Al -Obied town by the military intelligence. Ironically, this war crime was committed by the government at the time the SPLM-N has released hundreds of POW. This war crime needs to be fully investigated.

Nineth:

The Secretary General discussed the concerns of the NGOs and civil society groups given the government attempt to discriminate, in Sudan, against refugees from South Sudan and the long term damage this could have on the relation between the two countries. Unfortunately, while this abhorrent policy is taking place, the UN remains completely silent on this issue.
